Use an old out of style tie or get one at a thrift store. Since you are going to cut and re-purpose it, you might want to wash it. Put it in a lingerie bag and let it air dry flat.

You will need: necktie, scissors, glue, Velcro dots (sticky type), needle and thread (if sewing), clothespins (if gluing)

Cut a 9-inch long piece; don’t include the point of the tie when you measure. If the from of the tie is sewn to the back, carefully cut the threads.

Fold the cut opening inside itself and sew or glue it together. If using glue use clothespins to fold the seam in place until the glue have dried.

Stick a Velcro dot (or square) on the inside of point of the tie. Put the other dot on the tie in a position so that when the dots meet they will keep the case closed.

For fun you could make the case look like a cat by adding googol eyes, pompom nose and felt ears (as seen above).
